Hey there, property owners and future investors!
If you’re considering buying property in Portugal or already own one, understanding the Municipal Property Tax (IMI – Imposto Municipal sobre Imóveis) is essential. With 2025 bringing some updates to property tax rates, I’m here to break it all down for you.

The Good News First!
The majority of Portuguese municipalities are keeping property taxes affordable. Out of 308 municipalities, a whopping 195 have stuck to the minimum IMI rate of 0.30%.
Great news if you’re looking at properties in major cities like Lisbon, Faro, and Coimbra—all of them apply this lower tax rate, making them attractive choices for investment.
Where Are the Highest IMI Rates?
If you’re eyeing property in certain areas, you’ll want to factor in higher tax rates. Six municipalities charge the maximum rate of 0.45%:
- Vila Real de Santo António
- Alandroal
- Nazaré
- Mafra
- Cartaxo
- Torre de Moncorvo
While this doesn’t mean these locations aren’t worth investing in, it’s something to keep in mind for your budget calculations.
What’s Changed in 2025?
There have been some interesting shifts in property tax rates this year:
✔️ 37 municipalities lowered their IMI rates—a win for property owners!
✔️ Biggest cut: Vila Nova de Poiares reduced its rate from 0.45% to 0.39%.
❌ Only two municipalities increased their rates:
- Torre de Moncorvo
- Évora (though Évora’s increase is tiny—just 0.01%).
This overall stability is great news for investors and homeowners alike!
Got Kids? You Could Save on IMI!
One of the best features of Portugal’s property tax system is family-friendly discounts:
👶 One child = €30 off
👧👦 Two children = €70 off
👨👩👧👦 Three children = €140 off
These discounts apply automatically if your household is registered in Portugal, helping families save year after year.
What About Rural Properties?
If your dream is to own a charming countryside villa, keep in mind that rural properties have a fixed IMI rate of 0.8% nationwide. While still reasonable, this is higher than most urban rates, so it’s worth considering before buying in rural areas.
Final Thoughts
The 2025 IMI rates in Portugal show overall stability, which is great news for both current homeowners and new investors. With most municipalities keeping rates low or even reducing them, Portugal remains an attractive destination for property buyers.
